My list starts off with a fan favorite: Freaky Fred! Fred makes this list because of his ability to unsettle me. He is not overly threatening, does not kill anybody, or even hurt other characters. He is, however, quite insane. Oh, and he narrates his own episode with quotes such as this:
Hello new friend, my name is Fred
the words you hear are in my head.
I say, I said my name is Fred,
and I've been... very naughty.
Fred is a very naughty character, indeed. He speaks in sing-song rhymes the whole time and ends phrases with the word “naughty” which he draws out. See, Fred is a barber who is related to Muriel, Courage’s owner. He comes to visit because he is on “holiday!” from his Home for Crazy Barbers. He immediately takes a liking to Courage the dog. We find out that Fred has a troubled history and has a fetish involving shaving animals and people. Yes, a full-blown fetish in a children's cartoon!
He describes Courage:
That's when my tired eyes beheld,
a doggy dog, like dog, he smelled,
D-O-G, is what he spelled,
and that's how I spell... naughty.
Obviously he has problems! Courage ends up locked in a bathroom with this madman and madness begins to happen! Fred begins to break down and he rips the shower curtain down and ties it around Courage. Courage tried to hide in the toilet and escape down the sink drain, but Fred simply exclaims “Now, now...you should not play in the toilet.” Courage ends up getting shaved while a chorus of 5 year-old children sing in the background.
This is the most tense bathroom scene in cartoon history and death is not even involved. Only Fred could make shaving freaky!
What else needs to be said? Fred gets hauled away again. He shaved Courage bare. This is hardly evil, but Fred is quite Freaky and Nauuuggghhhhhttttyyyy!

Courage knows he is in trouble!
