I'd hardly count that as a knock against Bleck. His actions in the past led to the creation of that team. He got Nastasia on board. If fact, that just adds to his favor. He assembled a good group and then initiated his plan. Putting minions to full use is a positive.
I wouldn't really call them a good group per say. They all seemed kind of dumb, except Dimentio but we all know how he turned out.

They were silly. They were meant to be that way. They were a good group though. Loyal, worked well together, each played a certain role, and their powers complemented one another. That makes a good group. Maybe you took them too seriously.

Opposite actually, I couldn't take them seriously at all
I think it didn't help that due to how the game was designed the fights with them were very short.

Oh yeah! Well, they were meant to be silly. Except for Dimentio.
Now that could be true. I fought Mimi the other day and she could not move and I just bounced on her head until her legs fell off.
I enjoyed the bosses. I slaughtered the bosses in all the Paper Mario games most of the time, so the bosses in SPM did not stick out as super easy to me. Smorg and Cortez provide more thrills though from the previous game.
I do not count battles as part of story or character though, so the group was still great to me even without hard battles.
Bowser is decent, he has good day and bad ones. Is BiS was his best appearance by far. However, PM was my favorite battle with him. I find him disgustingly weak in most games heck in some of them he kills himself. He's imo a Cartoon villain, can be serious but not meant to be menacing. Just a fun villain while to give a sort of goal. He should be what the Ice King is (Somewhat funny but has temper and goes more serious when the story call for it). SM3DL was a good look at him being more joking then just straight up menacing.
I like him as a character and villain, I just wish he wasn't the only villain in the Mario series now. His appearances in the last few Mario & Luigi games have actually been really good. I mean seriously, look at this:

Damn, forget Mario Galaxy or Paper Mario, THAT'S an attack on Peach's Castle. Even scarier later, when he was seemingly so angry he was willing to KILL Princess Peach. That's what you had to stop in the Final Smash mission.
Seriously though, while we need less of him in the RPGs, he should be as competent as he is in Mario & Luigi in the main series platformers.

I like Bowser. He reminds me of the old monster movies. We need a Mario movie in the style of an old monster movie. You know, black and white, cheesy effects, etc.

That too, but more so the old monster movies. I wish we had more of that influence. I mean yeah, Antasma was kinda like Dracula, but he didn't seem cheesy enough to me.

True, some villains do have some classic monster movies vibe, like Fawful being based on the mad frankenstein scientist type or the Shroobs being based after the Martians from War of the Worlds.
I guess Bowser could work as a Mix of the "Knight rescuing princess from Dragon" fairy tale and old Kaiju movies.
Now when you think about it a lot of Mario villains have that classic monster movie /archetype wibe. I mean King Boo is a ghost, we have the war on worlds martians in shroobs like falcon boy said etc. Its pretty cool actgually
