I wrote this guide a few days ago, and it says every possible location that the Paper Toads can spawn in the Mount Brrr village, as well as minor other advice that could be handy for anyone stuck at that point:

Okay, forget what I just said.

Basically, the key to beating this is simply to listen to the Toads that give hints and read between the lines. The shop they don't mention the Toads as leaving is the one they're currently found behind.

Get it wrong, and it's randomised again, hence why you get put back in front of the four Toad helpers and forced to listen to their hints.
